In this study we propose the concept of gap persistency between two lower bounds for the mean-square error when estimating multiple parameters encoded in a quantum state. In particular, we focus on two different types of bounds, the Nagaoka-Hayashi and the Holevo bounds. It is shown that if there exists a gap between them for a single copy of a state, then it persists for any finite number of multiple copies of states. This implies that one cannot attain the Holevo bound even if one measures quantum states by performing a collective measurement on sufficiently large number of states. |
