(in English) As Digital Platforms (DPF) have become dominant actors in controlling the digital information space, there is a growing call for them to take responsibility for the risks and side effects of social media, such as disinformation, misinformation and misuse of personal data. This paper examines recent debates surrounding TikTok, a popular short-form video hosting service owned by a Chinese company, as a case study, and analyzes different approaches to regulating DPF. The US is considering a total ban on TikTok, while EU urges TikTok to comply with obligations of the Digital Service Act (DSA). From the standpoint of achieving a healthier digital space, or “information health”, the rule-based approach by EU, which stipulates certain autonomous actions by all the large platform providers, is considered more effective than the unilateral approach by the US targeting a particular platform.
