| 抄録 | （和） | 公的研究資金を用いた研究成果の研究者コミュニティのみならず広く社会からのアクセスや利用を可能にするオープンアクセスの取り組みが諸外国で顕著となっている．研究成果のオープン化の取り組みは，研究成果の共有と相互利用を促進し，知の創出に新たな道を開くとともに，効果的に研究を推進しイノベーションの創出につなげることを目指し，従来の論文へのアクセスを中心としたオープンアクセスの概念，研究データ等の研究成果の利活用，さらには研究の過程そのもののオープン化へと研究のあり方の変化や新たな手法が生じつつある [1]．加えて国際的な共同研究の増加や頭脳循環の強化などの国際化が進展している．国内的にも国際的にも開かれていることが，活力ある研究のために不可欠であると認識されている．一方で，オープン化，国際化に伴い，オープンな研究システムが不当に利用され，技術流出等を通して国家安全保障に悪影響が及ぶといった，研究システムの健全性が損なわれるというリスクへの対処が求められるようになっている[2]．本パネルでは，CAS(回路とシステム研究会)，VLD(VLSI設計技術研究会)，SIP(信号処理研究会)，MSS(システム数理と応用研究会)の各分野における研究の民主化，研究のオープン化に関する取り組み事例とその課題に関して共有することも目指している． |
| （英） | Open Access initiatives, which allow access and use of research results funded by public research funds not only by the research community but also by society at large, have become prominent in other countries. Open access initiatives aim to promote the sharing and mutual use of research results, to open new avenues for knowledge creation, to promote research effectively, and to create innovation. Furthermore, changes in the way research is conducted and new methods are emerging, such as the openness of the research process itself [1]. In addition, internationalization is progressing, including an increase in international joint research and the strengthening of brain circulation. It is recognized that being open both domestically and internationally is essential for vibrant research. On the other hand, with openness and internationalization, there is a growing need to address the risk of damage to the integrity of the research system, such as unauthorized use of the open research system and adverse effects on national security through technology leakage, etc.[2]. In this panel, we also aim to share examples and issues related to democratization of research and openness of research in the fields of CAS (TG on Circuits and Systems), VLD (TG on VLSI Design Technologies), SIP (TG on Signal Processing), and MSS (TG on Mathematical Systems Science and its Applications). | |
