A Scheduling Algorithm for On-Demand Transportation Services with Patrolling Functions in Local Communities

(in English) With Japan’s declining birthrate, aging population, and labor shortage rapidly progressing, the nation is in dire need of having its transportation system reexamined. For this reason, the implementation of “green-slow-mobility” projects is being considered in various areas nationwide, a system in which local community members provide transportation for one another in a mutually supportive manner. However, it is not easy to realize such projects as a sustainable business. It requires a system that optimizes the schedule considering various factors, including but not limited to the availability of volunteer drivers and
passenger requests- a quality that has not been a major point of focus in research so far. In this paper, we describe an operation system designed for a green slow mobility project that is in collaboration with a local government. This system enables vehicles equipped with communication and image processing functions to collect information on road conditions and accept ride requests while simultaneously implementing security patrols to maintain the community’s safety. This paper strongly focuses on the scheduling algorithm and the evaluation of its performance.
