(in English) Telecommunication services are one of the most critical infrastructures. In the event of a large-scale failure, telecommunication carriers need to quickly and accurately determine the impact of the failure on telecommunication services. Since a mesh network has multiple bypass routes, it is difficult to accurately calculate the extent of network impact caused by a
partial failure. Therefore, we define new criteria for determining whether or not a mesh network is affected and propose a method for determining the risk of service impact in conjunction with the routing information available at the time of a failure.
