こども家庭庁は「こども誰でも通園制度(仮称)」として,2026年度をメドに就労要件を問わず柔軟に利用可能な通園給付創設を発表している.この制度の運用においては,現行の預かり保育が最も近しいものと考えられる.預かり保育は正規の時間外の園児を預かるもので,園児の送迎は保護者が行う.ただ多くの場合,セキュリティ担保のため園の門は施錠されており教職員の応対を要する.筆者らは教職員の業務負担軽減のため,これまでにICカードによる解錠,打刻を行うシステムを開発,導入,運用の支援を行ってきた.しかし保護者がICカード持参を忘れた場合は,システム化以前のように応対を要していた.この改善のため,顔認証での解錠,打刻を行うシステムを開発し,2022年10月より翌年4月末にかけてシステムを移行した.本稿では移行の実際,屋外での顔検出時逆光への対処,教職員のアイデア発出による情報システム改訂内容を報告する. |

The Administration for Children and Families has announced the establishment of the "Anyone Can Go to Preschool System for Children (tentative name)," a preschool benefit system that can be used flexibly regardless of work requirements by FY2026. This system is expected to be most closely related to the current short-term childcare service. The short-term childcare service. is designed to take care of preschool children after regular hours, and parents are responsible for transporting their children to and from preschool. In many cases, however, the gates are locked for safety. Teachers and staff must be responsive to parents. The authors have developed, introduced, and supported the operation of a system that uses IC cards to unlock the door and stamp the child's arrival time in order to reduce the workload of the teachers and staff. However, when parents forget to bring their IC cards, they still need to be attended to as they were before the system was introduced. In order to improve this situation, we developed a system that unlocks and imprints the lock using facial recognition, and migrated the system from October 2022 to the end of April the following year. This report describes the actual implementation, how to deal with backlighting when detecting faces outdoors, and how the information system was revised based on the ideas of faculty members. |
