Communication networks are critical social infrastructures, and their failure due to natural disasters can severely impact our daily lives. The research community has extensively studied network robustness against natural disasters but has often neglected the role of facilities such as buildings and underground conduits. This study investigated the impact of underground conduits on network robustness during earthquakes. Utilizing a dataset comprising tens of thousands of conduits̶with attributes like structure, material, length, age, and past damage status̶we used a damage prediction technique from infrastructure engineering to assess regional network robustness with and without these conduit attributes. The results showed that outage estimates could vary by a factor of up to seven based on conduit characteristics. A what-if analysis for conduit upgrades further emphasized the importance of considering facility factors in network assessments. |
