Project FMEA for Identifying Difficulties in Implementing DX in Local Governments

(in English) While individual difficulties in realizing Digital Transformation (DX) in local governments across Japan have been mentioned in case studies by the Ministry of Internal Affairs and Communications, there is no systematic methodology for identifying these difficulties or analyzing their impacts. This research aims to establish a methodology that uses Project FMEA to identify the "difficulties" hindering the realization of DX in local governments and to support the development of countermeasures. Previous research on Project FMEA includes studies on collecting and verifying difficulties in IoT innovation. However, the specific difficulties in realizing DX in local governments have not yet been clarified. This study follows the existing Project FMEA creation methods to extract and classify the relevant difficulties and verify their effectiveness through trials. In this presentation, we will introduce the initial "Difficulty Map" created through literature review, the "Project FMEA Template" to be used in trials with local governments, and discuss future research challenges.
