A Study on the Utilization of Starlink for CDT-based Remote Monitoring and Control Communication

(in English) In case of large-scale disasters, to support the rapid restoration of power facilities at substations and other locations that have lost communication capabilities due to damage to ground communication infrastructure, it is useful to establish temporary communication lines between control centers and substations. This setup would restore remote monitoring and control functions for power equipment along with voice and data communication capabilities. This paper presents a case study examining the feasibility of using "Starlink," a low Earth orbit satellite communication service, to establish a temporary communication line. Specifically, it considers accommodating CDT (Cyclic Digital Transmission)-based remote monitoring and control lines through the Starlink network.
