This paper describes the message format developed for the Emergency Warning Service (EWS), which issues evacuation orders during disasters using Japan’s satellite positioning system message service. It particularly focuses on the method of representing the evacuation order target area within a limited information region. Using the extremely limited area of 49 bits within a 122-bit length region, we adopted a method to broadcast an elliptical shape that completely encloses any form of the region to convey that people in this area are in danger. Converting the evacuation order target area into a 49-bit length elliptical 5-value representation approximating it with the possible codes and refining it with a 17-bit length makes it possible to make a realistic designation of the evacuation order area. On the other hand, it is necessary to establish an operational environment for evacuation order issuers during disasters, assuming these conversion operations are performed. |
