(in English) This reports on a prototype for fallback functionality using the Quasi-Zenith Satellite System (QZSS) Message Service as an alternative when relay stations in the disaster prevention administrative radio System become inoperative for any reason. The paper covers the concept, functional design, and implementation methods, including the physical design. The most notable feature of this prototype is the realization of functionality that prioritizes the original operations of the Disaster Administration Wireless System. By miniaturizing the components of the prototype, practical application becomes feasible, and the use of QZSS as a last-resort communication means during disasters is highly anticipated.
