(in English) We propose E-Quality, a new lottery scheme using blockchain and cryptographic technologies. Each applicant submits a fragment of a random seed, and all fragments are combined to generate the final seed. The blockchain protects these fragments, and we use "multiple time-release cryptography," an extension of classical time-release cryptography, to keep them secret. Under certain assumptions, the scheme is fair even when many participants try to collude. We also discuss how this scheme can be used in the security industry, particularly for IPO lotteries.
