Development of a Sustainable Evacuation Site Database

(in English) To protect individuals from natural disasters, i quick evacuation to an evacuation area is necessary. However, conventional methods of information dissemination, such as disaster prevention administrative radio broadcasts and emergency alert emails, deliver uniform information, making it difficult to provide appropriate guidance suitable to individual evacuees who face varying circumstances and constraints during evacuation. It is necessary to develop an evacuation guidance system customized for individual evacuees. As a prerequisite, the construction of a database of "designated emergency evacuation sites" that can be utilized immediately during a disaster is indispensable. This study aims to establish such a database and realize a service that guides evacuees to designated areas. In this research, we propose a method for constructing a database of designated emergency evacuation sites equipped with three-dimensional data by integrating publicly available nationwide shelter data with separately collected elevation data. The proposed method incorporates an efficient data update mechanism to ensure that the most up-to-date information is available at the time of a disaster.
