A Comprehensive Survey on Secure Practices for GitHub Actions

(in English) With the widespread adoption of Continuous Integration and Continuous Delivery (CI/CD), GitHub Actions has become widely used in software development. However, security remains a critical concern, prompting GitHub to provide security practices to mitigate potential risks. Despite these efforts, there has been limited systematic research evaluating these practices' actual adoption and implementation. This study investigates the utilization of security practices recommended by GitHub, specifically Dependabot, CODEOWNERS, and OpenSSF Scorecard, in repositories using GitHub Actions. An analysis of 26,501 public repositories created in 2024 revealed that the adoption rate of these practices remains below 10%, indicating that they are not widely implemented. Moreover, even when adopted, these practices tend to be used in isolation, with minimal evidence of combined usage. Furthermore, from a usability perspective, this study examines the factors influencing the adoption of security practices. The findings suggest that usability differences do not solely determine the dissemination of these practices but are also influenced by other factors, such as developers' awareness and project characteristics.
