| 抄録 | （和） | 1995年に発生した阪神・淡路大震災から30年が経過した。 被災地となった神戸では、震災以前から、まちづくり条例の制定やそれに基づくまちづくり協議会の活動が進められていた。 その取組が、住民参加の復興まちづくりへと展開してきた。 ただし、平時と異なり、さまざまな課題も明らかになった。その教訓と経験は、その後の被災地にもつながっており、 特に1999年の台湾921地震、2004年の新潟県中越地震はその典型的な事例である。 研究会の開催される新長田はまさに復興の中心となった場所であり、そこでこれまでの30年を振り返る。 |
| （英） | It has been thirty years since the Great Hanshin-Awaji Earthquake struck in 1995. Even prior to the disaster, the city of Kobe—one of the areas most severely affected—had been actively engaged in the formulation of community development ordinances and the promotion of community planning councils based on those ordinances. These pre-existing efforts laid the foundation for post-disaster reconstruction planning characterized by active citizen participation. However, the extraordinary circumstances of a disaster setting revealed a range of challenges not typically encountered under normal conditions. The insights and experiences derived from Kobe’s recovery process have since informed community-based reconstruction efforts in other disaster-affected regions. Notably, the 1999 Chi-Chi Earthquake in Taiwan and the 2004 Niigata Chuetsu Earthquake in Japan serve as representative cases where such lessons have been applied. Shin-Nagata, the site of this symposium, was a focal point of the reconstruction process, making it a fitting location for reflecting on the developments and lessons of the past three decades. |
