Preliminary Evaluation of the Impact of Operator Policies on NTN Orchestration

(in English) Non-Terrestrial Networks (NTNs) are gaining attention in Beyond 5G for expanding coverage, and their standardization is progressing in 3GPP. As NTN services and operator diversity increase, orchestrators become essential for managing networks efficiently while reducing coordination burdens among operators. However, centralized orchestration may not function effectively due to conflicts between orchestrator policies and operator-specific requirements. This paper proposes an orchestration framework based on the ``weak-control'' concept, where the orchestrator provides multiple route candidates and each operator selects routes according to its own policies. Numerical simulations demonstrate that the proposed method enables flexible network management while considering the individual policies of operators.
