(in English) This paper compares Japan’s QZSS Disaster and Crisis Management Report Service and the EU’s Galileo Emergency Warning Service, examining their design strategies and implications for social implementation. Both use a common message format (CAMF) but differ fundamentally: QZSS employs a dedicated L1S channel for self-contained transmission without altering navigation signals, while Galileo embeds alerts in its navigation message using the STELLA format. These approaches aim to preserve navigation performance and interoperability but create contrasting receiver implementation costs. The paper analyzes these structural differences and international standardization efforts, highlighting challenges for widespread, harmonized deployment of disaster warning infrastructure.
