(in English) The digitization of satellites is accelerating, and software-defined satellites have enabled flexible control of onboard resources. This paper presents an operational planning approach for a software-defined satellite which possesses frequency flexibility. The proposed method utilizes predictive information on environmental conditions around ground stations and traffic fluctuation forecasts for aircraft. Through simulation, we demonstrate that the flexible control capability of software-defined satellites improves frequency utilization efficiency compared to conventional communication satellites that employ static resource allocation.
