A JPEG XS-Compatible EtC System via DWT-Domain Precinct-Wise Scrambling

(in English) We propose an Encryption then Compression (EtC) system for JPEG XS that enables compressing images while they remain scrambled. The scrambled image is constructed to 1) perform precinct-wise permutations in the DWT domain while preserving precinct boundaries and coding-group alignment,
2) apply these permutations specifically to the LL subband in the DWT domain, and 3) match the encoder's DWT/IDWT settings exactly. Under these conditions, the method retains bitstream compatibility and achieves lightweight yet strong visual obfuscation. Simulations confirm that, compared with no scrambling, coding efficiency decreases slightly, but JPEG XS can still compress the scrambled images effectively.
