(in English) This talk introduces a novel approach for assessing and fortifying communication networks against earthquake risks, based on an interdisciplinary framework combining civil engineering and network engineering. Conventional studies have often separately treated the physical vulnerability of communication facilities (e.g., underground conduits) and the connectivity of the entire network. First, we establish a model to predict the damage probability of underground conduits using machine learning trained on tens of thousands of facility inspection records from past major earthquakes. Second, based on these predictions, we propose a reliability evaluation method using Binary Decision Diagrams (BDD) to efficiently and rigorously calculate the connectivity of the entire network. We demonstrate that conventional methods, which disregard facility characteristics, may significantly misestimate risks. Furthermore, we describe an algorithm that derives an optimal plan for upgrading aging conduits to earthquake-resistant ones to maximize network reliability under budget constraints.
