(in English) In on-site operations, safety regulations are established to prevent personal injury, whereas accidents caused by rule violations remain a persistent issue. Many measures intended to prevent such violations rely on individual awareness, and therefore it is difficult to ensure accident prevention. To address this problem, we aim to develop a hazard recognition system that automatically detects rule-violating behaviors by cross-referencing video data with textual regulations. In this study, as the technical foundation for such a system, we organized the characteristics of regulations and constructed a dataset that enables the evaluation and improvement of relevant algorithms. Furthermore, toward realizing the system, we consider a structure that combines methods tailored to the characteristics of each regulation to be effective. Based on this idea, we selected combinations of methods using the constructed dataset and verified their effectiveness.
