(in English) Ensuring stable Quality of Experience (QoE) for each user equipment (UE) is important in modern wireless networks.However, in heterogeneous networks, existing control methods have difficulty optimizing system-wide base station association while accounting for differences in communication quality among UEs, making robust QoE guarantees difficult.This study proposes an association control method that robustly guarantees QoE.Using probability distributions of wireless communication quality, the method optimizes system-wide base station association so that QoE requirements are satisfied for a specified fraction of time with at least a certain probability.Simulation results show that, compared with existing methods, the proposed method supports more UEs that satisfy the quality target.
