In mobile core networks, assigning fixed IP addresses to user equipment (UE) is an important capability for applications such as IoT devices and VPN connectivity. However, when User Plane Functions (UPFs) are deployed in a geographically redundant configuration, it becomes difficult to forward downlink packets from the data network to the appropriate UPF. A conventional approach is to advertise per-UE routing information using dynamic routing protocols such as BGP. However, this requires advertising host routes for each UE session, leading to scalability issues in large-scale networks. This paper investigates a method to realize geographically redundant UPF deployment while maintaining fixed IP addresses for user equipment. We propose an architecture in which the UPF is separated into control and user plane components, and identical session information and packet processing rules are distributed across multiple user plane instances. This enables geographically redundant operation without relying on per-UE routing. Furthermore, we evaluate the proposed approach in comparison with conventional methods and discuss its effectiveness and applicable scenarios. |
