[Invited Talk] (Oral Talk) Proposal for an Asymmetric Communication System Combining Sensor Networks and Broadcast Media to Prevent Information Isolation in Mountainous Areas

(in English) In mountainous areas where settlements are dispersed, the risk of information isolation increases when communication infrastructure is disrupted during large-scale disasters. This research proposes an asymmetric communication system that utilizes different communication infrastructures for "uplink" and "downlink" transmission to address this issue.
For uplink communication, based on insights from sensor networks in smart cities, we aim to construct a "mountain wireless relay station" by optimizing frequency and relay node placement, ensuring reliable transmission of regional situation reports to disaster response headquarters.
For downlink communication, we utilize broadcast media such as community FM radio, which offers immediacy and wide-area coverage, and establish a framework for operating these broadcast stations as temporary disaster broadcast stations in cooperation with relevant organizations.
This paper explains design guidelines for a communication system aimed at improving the resilience of mountain communities, from both technical and operational perspectives.
