Dual-use technologies are technologies that can be used for both military and civilian purposes. The dual-use problem refers to the concern that such technologies may in fact be utilized in both ways.
This lecture examines the dual-use problem of information technologies. Here, “information technologies” refers primarily to cyber technologies and artificial intelligence, while also including information-related domains within space technologies and biotechnology.
In addition to introducing relevant arguments from my book Technologies Becoming Dual-Use: What Is the “Dual-Use Problem”? (Kobunsha, 2026), this lecture also considers recent developments in the military use of AI.
Recent advances in science and technology have rapidly invalidated what once seemed to be the self-evident boundary between the “military” and the “civilian.” Of course, science and technology do not inherently bear labels such as “military” or “civilian”; such distinctions have always been artificial and ambiguous. Yet in recent years, some fields have become so deeply intertwined that even redrawing the boundary has become difficult.
Furthermore, especially in the bio domain—such as biotechnology and synthetic biology—a new type of dual-use problem has emerged that concerns the misuse or malicious use of science and technology regardless of military institutions or armed forces. Put in extreme terms, this means that technologies created for beneficial purposes may become weapons of mass destruction. At the same time, advances in cutting-edge science and technology are promoting the democratization of science, enabling ordinary people—not only experts in universities or corporations—to access and utilize advanced capabilities with ease.
As a result, technological progress has entered a new phase: it not only removes the boundary between military and civilian spheres, but also enables the weaponization of science and technology outside the military context while making such capabilities broadly accessible. This may be described as the “democratization of weaponization.” In other words, ordinary citizens, private companies, and non-state actors can now acquire and exercise destructive power on their own initiative, without mediation by the military. We are entering an era in which corporate data centers and personal computers can be directly transformed into capabilities that threaten states.
Using the democratization of weaponization as a key concept, this lecture explores the dual-use problem of information technologies, including not only cyber technologies and AI, but also related domains in space and biotechnology. |
