Japan has repeatedly suffered severe damage from earthquakes, including the 2011 Great East Japan Earthquake. Furthermore, with a 90% probability of the Nankai Trough earthquake—a disaster potentially exceeding the scale of the 2011 event—occurring within the next 40 years, establishing effective damage mitigation strategies is an urgent issue. During a disaster, rapid rescue operations are critical. However, rapidly locating isolated survivors in GNSS-denied environments, such as under rubble from collapsed buildings or indoors, is extremely difficult. Therefore, estimating the rough locations and burial depths of isolated individuals across a vast, communication-disrupted disaster area would enable appropriate allocation of limited resources, such as rescue teams. This would facilitate smoother, faster rescue operations and reduce human casualties. To this end, this study proposes an initial wide-area positioning method leveraging High Altitude Platform Stations (HAPS) and smartphones based on the Integrated Sensing and Communications (ISAC) approach. We evaluate the limits of positioning performance in severe multipath and debris-attenuated environments simulating an urban disaster through numerical analysis using the MUSIC algorithm, and report on the effectiveness and practical limits of narrowing down targets for subsequent localized search by UAVs. |
