In this report, we first clarify a certain set of functional elements, or a functional chain, for making it effective an earthquake message for deaf people by Japanese Sign Language (JSL). We then discuss the properties of constituent elements from technological and social points of view. These results lead to the bridge between the design issue of earthquake messages and the concept of universal design. The design issue of JSL earthquake message can be considered as one of sub-issues for wider universal design for an emergency messaging service. There is a multilayer structure in designing message service. |
