(in English) After large-scale accidents or earthquakes, safety confirmation services are highly demanded. In this paper, we propose a new system to automatically determine civilian safety in a specific geographical area while making the most of network resources. Furthermore, the paper shows the network architecture and sequences for the proposed system applying to 3GPP EPC (Evolved Packet Core) accommodating LTE (Long Time Evolution) and IMS (IP Multimedia network).
