(in English) The online service that utilized the privacy information of user spreads out, and the further development is expected. From this, opportunities using the on-line service of the general person will increase. Some Japanese have a negative outlook of internet or increased use of information technology. It is expected that they contains people of low intention. One another policy different from the one for the other people should be necessary for that people of low intention. In this research, we divided the person under examination into high intention group and low intention group and we analyzed the relationship between sense of security, consent and use intention. We have shown that sense of security and consent would have relation to use intention. This paper shows the result of the relation of sense of security, consent and use intention.
