(in English) Local governments prepared for effective support for disaster victims' life reconstruction. In order to promote this preparation, they established organizations and installed some IT systems. Furthermore, some of them designed guidelines for effective operation. However, there is no common knowledge for local responders to understand guidelines. Against this issue, we tried to develop a glossary of terms. In this research, we propose an effective method to develop it by collaborating Human and Machines. Finally, we apply our proposed method to the guideline developed by Tokyo Metropolitan Government, and we found that it is possible to utilize crowdsourcing for quality control of terms and improvement of our proposed method.
