(in English) It analyzes about the relation between the electronic warfare and "the maneuver warfare". Also it considers about operational environment and technology for this new situation.
In the Vietnam War, U.S. fought with superiority of power and tactics, but U.S could not satisfy the political and strategic purpose. From this experience, U.S. make effort to reinforce the operational activity which is situated on the middle of the tactic and the strategy, and applied the concept of maneuver warfare. Then U.S. could have success in Gulf War with little sacrifice. We extremely depending on the electromagnetic spectrum such as the communication for the command and control, the operation of platforms and the sensors, and this tendency will be strengthens in the future. Therefore the combining the concept of the electronic warfare and the maneuver warfare is inevitable more.
It is requested to understand the electric warfare as the part of maneuver warfare for the strategy, instead of thinking it as one of various warfare.
