(in English) In the application of ultrafast Y-00 quantum stream ciphers developed for fiber-optic communication to satellite communication, it is necessary to analyze the effects of weather disturbances in free space. As a first step
of this research, this paper analyzes the effect of atmospheric turbulence and scattering on optical propagation. In particular, turbulence and dynamic scattering effects, which are important for moving objects, are integrated based on the Kolmogorov-Tatarskii theory, and a point spread function for evaluating the communication characteristics between legitimate users is presented.
