| 抄録 | （和） | COVID-19が流行する直前まで，世界各国の有名な観光地では，観光客が過剰に増加し，地域住民の生活や自然環境に悪影響を与えるといういわゆる「オーバーツーリズム（観光公害）」に悩まされてきた。日本では，京都がその代表的な例であると言えるだろう。神戸在住の著者は，かねてから京都をよく訪れていたが，東京オリンピックが開催されるはずであった2020年の数年前からインバウンド観光客が急増し，目抜き通りや地下鉄が混雑するだけでなく，地域住民がローカルバスに乗るのにも苦労している様子を目の当たりにした。2020年以降は，COVID-19の流行によりインバウンド観光客が激減しただけでなく，国内での往来もままならなかったため，京都も突如として他の都市と同じく閑散としてしまった。著者は2021年から2022年にかけて，言語景観調査をテーマとした在外研究を予定していたが，ビザの発給が停止されたために国内待機を余儀なくされた。そこで，十分な感染症対策を行いつつ，その期間を利用して数回にわたり京都での言語景観調査を行った。観光客がほとんどいない京都では，観光スポットやレストラン，店舗などが休業していることが少なくなかったものの，以前は混雑していた場所がスムーズに見学できるなどの良い点もあった。本稿では，COVID-19下の京都の言語景観について報告し，今後のあるべき姿についても議論したい。 |
| （英） | Until around 2019 before the COVID-19 pandemic, most well-known tourist destinations around the world have suffered from so-called "over tourism," in which an overabundance of tourists negatively impacted the lives of local residents and the natural environment. In Japan, Kyoto is a prime example of this phenomenon. The author, living in Kobe, has been a frequent visitor to Kyoto and witnessed the rapid increase of inbound tourists a few years before the Tokyo Olympics, which were to be held in 2020. The main streets and subways were crowded to such an extent that local elderly residents needing bus services had difficulty getting in or on to those public transportation vehicles. In 2020 and a few years after that, Kyoto looked almost deserted like other cities of tourist attractions. The number of international tourists, as well as domestic visitors decreased suddenly due to the COVID-19 pandemic and government measures against it. The author had planned to go abroad from 2021 to 2022 to conduct research on linguistic landscapes, but was obliged to stay in Japan due to travel restrictions and the suspension of visa issuance. Therefore, while taking sufficient measures against infectious diseases, the author took advantage of this period to conduct several linguistic landscape surveys in Kyoto and other areas in Japan. Although many tourist attractions, restaurants, and stores were closed, there were some positive aspects, such as smooth access to places that were previously too crowded to visit. In this paper, the author will report on the linguistic landscapes in Kyoto under COVID-19 and discuss how things should be in the future. | |
