Unmanned aerial vehicles (UAVs) are expected to be used in various applications. In the future, a UAV control system is required to deal with dense UAV environments, where various services using UAVs are mixed together. A distributed UAV management method based on network technology inspired by packet-switched networks was proposed; however, it did not consider airspace congestion owing to UAV density. In addition, if some system participants fly a large number of UAVs, this may cause unfairness in the available number of UAVs in flight. This paper proposes a UAV distributed management method considering airspace congestion and user fairness. The proposed method can reduce congestion by dynamically selecting a next-hop router, and ensure fairness among users by controlling a flow of UAVs in response to congestion. |
