Characteristic Analysis of Emergency Ternary Call Admission Control with Waiting Queue

(in English) In the event of a disaster such as an earthquake, not only buildings and roads are severely damaged, but also communication networks. Therefore, it is important to establish a highly secure communication environment in the event of a disaster. In particular, it is necessary to guarantee telephone connections for important communications such as 119 calls. In addition to 119 calls, the need for telephones (calls) for various purposes such as safety confirmation increases during a disaster, resulting in a rapid increase in the number of calls. Therefore, call admission control has been introduced to allow high-priority calls such as emergency calls to be connected under such circumstances. A conventional paper has focused on call origination locations and classified calls into three types: emergency calls, calls originating from within the disaster area (general-in calls), and calls originating from outside the disaster area (general-out calls). However, this method cannot guarantee connections to the lowest-priority general-out calls. Therefore, this study analyzes the characteristics of emergency three-way call admission control techniques when a dedicated waiting queue is provided for general-out calls. This paper is an unreviewed manuscript.
