Study on Cybersecurity Workforce Competency Assessment Combining Automated Diagnosis and Internal Review

(in English) In the field of cybersecurity, the development of workforce frameworks and talent management systems that account for the entire professional lifecycle is of increasing importance. This study analyzed the interrelationships among 23 cybersecurity skill domains using assessment data from a capability assessment tool. The dataset, derived from 12 participants, was refined through adjustments by internal expert reviewers to ensure evaluative consistency. The analysis revealed a strong correlation between general ICT and information security skills, highlighting their interdependent nature. Within the managerial domain, governance-related areas, such as information security management and risk management, also showed positive correlations with technical capabilities, suggesting that a solid technical foundation is essential for effective governance. By contrast, business-oriented capabilities, including business strategy and leadership, showed no significant correlation with technical skill domains. These findings suggest that, within the scope of this study, such organizational and managerial capabilities are maintained as managerial capabilities largely independent of technical expertise.
