[Special Talk] ITU-R Standardization of Millimeter-Wave Infrastructure Systems Supporting Transportation Applications

(in English) This paper provides an overview of the history of ITU-R international standardization and the associated document
structure for two applications proposed from Japan: foreign object debris detection systems (FODDS) for airport runways and
millimeter-wave backhaul (MBH) for high-speed railways. The former is a radar application in the 92–100 GHz frequency range,
intended to detect foreign object debris on airport runways and related areas with high sensitivity and within a short observation
time. Its technical and operational characteristics were documented, and sharing and compatibility studies with other services,
including the Earth exploration-satellite service (EESS), were discussed and internationally agreed within ITU-R. The latter is
a high-capacity wireless link between trains and trackside infrastructure using the 92–94 GHz, 94.1–100 GHz and 102–109.5
GHz frequency bands. It is expected to support condition-based maintenance and the further advancement of high-speed railway
operations, and compatibility with other services sharing the same frequency bands was studied. This paper first outlines the
structure of ITU-R study groups and the procedures for developing ITU-R documents, and then summarizes the roles of the
relevant Questions, Recommendations and Reports. It also reviews antenna reference models that are important in frequency
sharing studies with EESS and the radio astronomy service, and discusses remaining issues for future work.
